Changes to RFP

  • The Receipt Date has been changed from Friday March 8, 2024 @ 2:00 PM to Monday March 11, 2024 @2:00 PM.
  • The Evaluation Completion date will be changed from no later than March 13, 2024 to no later March 15, 2024.

Question:  When you have a chance can you send me the spec documents for this bid?
“RFP – Construction Manager at Risk Services for New Assembly Hall and High School”

Response:  In response to your question, the school is currently taking bids on a CM At-Risk who then, upon a successful contract for scope and fees as CMAR, can negotiate a Guaranteed Delivery Date (GDD) and Guaranteed Maximum Price (GMP) through an integrated process with two phases – the first the assembly hall and then second the high school.  Upon award the successful bidder will then drive concepts to final design and specs.

Question:  I have downloaded the RFP.  Are there plans available?

Response:  This was a decision by the board and leadership to move toward a CM-At-Risk structure to land at a GMP contract.  The RFP is for the CMAR services and fees or range that would be associated with that scope and once awarded the CMAR will work with the architect to complete design, specs, etc. as outlined in the RFP to get to a GMP agreement.

Question:  Do you have an estimated construction square footage or cost that the project is budgeted for?  This would help us in putting together our cost proposals.

Response:  The assembly hall is estimated to be approximately 7,000-9,000 SF.  The High School Building is estimated to be approximately ~20,000-30,000 SF.

Question:  The question deadline date is shown as February 23, 2024, but it appears as if the RFP was just released.  Can the date for questions be extended?

Response:  The Deadline for Questions has been extended to March 1, 2024 and the Deadline for Responses to Questions has been extended to March 6, 2024

Question:  Is there a desired schedule for pre-construction start to be soon after the Evaluation of RFP proposals?  If not, what is the desired timeline for pre-construction and construction.

Response:  The intent is to begin the Assembly Hall soon after the evaluation and during the contract negotiation process the timeline of the High School will be determined in collaboration with the awardee.

Question:  Do you have any schematic plans/designs you could share with the responders to the RFP for putting their proposals together?

Question:  Item 2 Related experience is very restrictive allowing only projects within 75 miles of Lowndes County and four projects that are CM at risk.  This will likely rule out many contractors as this will impact scoring items 5 and 7.

Response:  The preference of the board and leadership is to engage a CM with a strong experience in the area with nearby/local relationships, sub-contractors, and understanding of the community.  We encourage all to submit and articulate their experience and how that may apply to SCA and this project for consideration..

Question:  Could you please provide clarification for Item 8 Projected Cost Range.  Item 8 references providing cost estimates.  Is this construction cost estimates or CM costs?  Also, in the Scope and Style of Services to be Performed it states that the CM will provide services for a fixed fee.

Response:  Section 8 reads, “Provide a reasonable description of cost estimates and/or ranges of fees, general conditions, and reimbursables to be utilized in defining the final fees, general conditions, and reimbursables in an executed contract upon selection.”  This is intended to define the CM costs and what will go into defining those once a CM is selected and the final contract negotiated/executed.

As far as the second part of the question, that refers to the above, the RFP states, “In issuing the RFP, it is the intent of SCA that the successful CM will provide the required services for a fixed fee to be mutually agreed upon by the parties. It is further the intent of SCA that the successful CM will provide a Guaranteed Maximum Price (GMP) for the cost of the construction of the project(s) to include a Guaranteed Delivery Date (GDD),”  The intent of “fixed fees” may be better stated or interpreted as the defined fees of the project(s) for CM services as part of the executed agreement.
